Lucky Bearings are distributed out of the San Francisco Bay Area, so chances are they have a more dominant presence in that region of the world. However, I have actually ridden Lucky ABEC 3 bearings and they are not bad. The one thing that I noticed about them right off the bat is that they ride unusually smooth. They also don't have that classic skateboard bearings "rattle", they seem to fit together pretty tightly. In my opinion since they are smoother and quieter than most bearings, I think they are a good choice for filming skate video parts. Especially long lines and runs.
